Credential in Preliminary Administrative Services

The Administrative Services Preliminary Credential Program at Alliant is CCTC accredited and has been designed to provide the practicing professional with support in advancement of their professional knowledge, skills, capacities, and dispositions in support of educational leadership in a California K-12 public school.  The PAS credential program is 30 units; an additional 3-unit course is required for the concurrent Master of Arts in Education (MAE): Educational Administration degree.

Program Overview and Outcomes

All HSOE credential and authorization preparation programs are approved by the California Commission on Teacher Credentialing (CCTC). Application for California Teaching or Administrative Services credentials or authorizations is made through the university’s Credential Analyst. Candidates who concurrently enroll in both the MAE Program and the Credentialing Program are required to meet admissions standards and requirements for both tracks. All credential programs receive CLAD /CTEL authorization embedded within the credential program. GPA Requirement Once admitted to the Program, applicants must maintain a minimum GPA of 3.0 or higher in all coursework. Students failing to maintain a cumulative grade point average of 3.0 at the end of any term will be placed on academic warning and must correct the deficiency by the following semester or be subject to academic dismissal from the program.

Degrees are posted to the official university transcript through the Registrar’s Office at Candidate request. Completion of degree program is verified by the Registrar as per the Master Plan of Study. All courses below are three units (3) unless otherwise noted.

Transfer of Credit
Transfer of credit may be awarded on the following basis:

  1. A maximum of:
    a.  EdD Program: 24 semester units beyond the master’s degree may be transferred from a regionally accredited institution. All such coursework must have been earned in addition to the master’s degree required coursework.
    b.  MAE / Credential Programs: 6 semester units beyond the bachelor’s degree may be transferred from a regionally accredited institution. All such coursework must have been earned in addition to the bachelor’s degree required coursework.
  2. The request to accept credit to be transferred must be approved by the program director.
  3. Credit that has been used to complete a second master’s degree may be considered for transfer to the EdD Program.
  4. Credits must have been earned within seven years prior to the request for transfer. Waivers of this requirement may be considered by program faculty on a case by case basis. All waivers must be approved by the dean.
  5. Extension courses or continuing education courses are not, in standard cases, acceptable for graduate transfer. However, courses completed at high levels through an accredited university or local district program may be considered by the program director and approved by the Dean of the Hufstedler School of Education for partial credit transfer.
  6. Coursework being considered for transfer must be equivalent to Alliant coursework for which it is being applied. Students are required to submit transcripts, catalog course descriptions and other documentation.
  7. All coursework must be completed successfully at credit or B levels or higher.

SERC
The HSOE SERC (Student Evaluation Review Committee) may be convened by the campus program director when there is concern that a HSOE student or program candidate may not successfully complete the program’s coursework or comprehensive examination and move into Candidacy, may not successfully complete Candidacy, or may not be recommended for a credential. The SERC process involves several faculty members in the program and campus student support services staff. The SERC meets with the student to discuss concerns, reasons for referral, reasons for dismissal from the Shirley M. Hufstedler School of Education, plans for remediation, and SERC recommendations. The SERC committee is a recommending body and the ultimate decision based on the SERC process is made by the System-wide Director. This decision can then be appealed to the HSOE Dean. Please refer to the Alliant International University Student Handbook for additional information regarding the “Student Code of Conduct” and “Problem Solving and Informal Dispute Resolution Guidelines.”  

Requirements for Admission


Applicants to Educational Leadership and Management programs and Teacher Education programs must satisfy the requirements stipulated in the “Application Procedures” section of the Alliant University catalog, and must also meet the following criteria:

Degrees: Candidates must possess at least a bachelor’s degree or higher from an institution of higher education that is regionally accredited in the US, or from its international equivalent.
GPA: Students must have a minimum GPA of 2.5 (some programs require a higher GPA, see below for exceptions)
Recommendations: Each candidate must provide two written confidential recommendations from those who can attest to the applicant’s abilities, interests, and proven accomplishments in education.
Transcripts: Official transcripts must be submitted from all accredited institutions of higher education attended by the candidate. When official transcripts are not immediately available, candidates may supply unofficial documents and be admitted on a conditional basis.
Personal essay: A two-page personal essay describing the following is required:
-  the professional organizations to which you belong,
-  honors, activities and other creative accomplishments, and
-  a brief autobiographical statement including future professional plans.
Interview: Student must have an interview with the relevant HSOE Admissions Committee. 

Upon receipt and review of all documentation, the candidate will be considered for final admission. Final admissions decision will be made by the Program Faculty.

Additional Requirements:
-  Applicants to the Teaching, Educational Specialist, and Administrative Services Credential Programs must also give evidence of passing CBEST scores.
-  All Intern Program applicants must concurrently be successfully recommended for the relevant CCTC Intern Teaching credential.
-  Applicants to the Administrative Services Credential Program must submit a valid CCTC Teaching or Services Credential.

Master of Plan of Study


Preliminary Administrative Services (PAS) Credential: 30 units course requirements

PAS Credential plus MAE degree

Recommendation for Preliminary Administrative Services Credential: The Candidate, upon successful completion of required coursework, submits the following to advance the university’s recommendation to the California Commission on Teacher Credentialing (CCTC) for their Preliminary Administrative Services Credential:

  • Proof of completed coursework, fieldwork, and other requirements,
  • Formal recommendation from the faculty coordinator,
  • All official transcripts, including Alliant,
  • Mainstreaming requirements
  • Completed CCTC application form
  • Letter verifying three (3) years of experience in a CA K-12 public school and/or an Offer of Employment letter in an administrative position,
  • Copy of valid California Teaching or Services Credential

Candidate who are not recommended to Student Teaching or are not recommended for Preliminary Credentialing are referred to the Student Evaluation and Review Committee (SERC). The SERC will hear the Candidate’s appeal before making final recommendation. In cases where the Hufstedler School of Education SERC declines to recommend a student for a credential, the Candidate may apply directly to the California Commission on Teacher Credentialing (CCTC).


Bilingual Authorization

The university Credentials Analyst will, as a courtesy to its Candidates and Graduates, collaboratively recommend credential holders for a Bilingual Authorization upon verification of successful completion of the CSET: LOTE (Languages Other Than English) examinations: Subtests II or III (depending on the language), Subtest IV, and Subtest V.
